Add Pairing Engineers on P1-S1 Issues section

We had a discussion amongst Engineering Management on improvements in how we handle P1-S1 Issues. We concluded to add Pairing on these types of issues. This requires high visibility to the engineering team which is why we have added it to the Engineering Page.
