Update WAF maturity to minimal
This MR updates WAF maturity from planned to minimal.
With 12.3, we have our first entry into the WAF space, designed to give users visibility into what their apps are being subjected to. The rules are pre-configured, it takes several steps to view the logs, and it only reports, but I believe this to be A minimal foundation so people can see where we're going and to validate customer need. Comments and feedback very welcome.
I believe this change to be significant so adding the list of reviewers for category changes.
