Update taxonomy for tracking

This updates the event tracking taxonomy to take into account backend instrumentation, which is often times slightly different. It also introduces the concept of context, which we should be able to iterate on as we need -- exposing the capability on both layers is important though, since it was only available on the backend layers to date.
