Updates Plan Category maturity timeline

Why:

  • The maturity timeline for Plan's Categories was not realistic.
  • This relates to Product#367 (closed)

What:

  • Updates the timelines for the various Plan Categories in data/categories.yml

Side Effects:

  • The new timelines are not appropriately backed by meaningful data.
  • I've created this epic to track progress against updating the vision, grooming the backlog(s), and put together realistic timelines for each category.
