Adjust CI/CD Section PM Hiring plan names in teams.yml

The hiring chart has an overdue vacancy for Senior Product Manager, Release. I can't seem to figure out what is going on but I think it should be renamed to Verify - at a minimum it shouldn't be release because we aren't presently hiring for a Release PM and have the two PMs we had originally planned for in that stage.
