Add Balu as a maintainer of omnibus-gitlab
I am currently a reviewer of omnibus-gitlab and have been reviewing MRs for some time. In the last 2+ years, I have gained relatively good knowledge of the omnibus-gitlab codebase and design decisions around it, and these are often reflected in my reviews. Hence, I believe I am ready to be a maintainer of the project.
