Add Geo-replication category strategy

As discussed in !23366 (merged), I believe that we should split the Geo group into two different categories. This requires a separate category strategy for both Geo-replication and Disaster recovery.

This is first iteration of the Geo-replication category strategy. It uses the latest category template. Some sections are not yet complete and will require further work.
