Remove Poland from no-hire list?

Jobs FAQ says: "In countries listed in our contract_factors.yml, we have a payroll and can employ you as an employee. In all other countries, we can hire you as a contractor." Poland is present in that file, so one might assume that GitLab can hire people there. Yet, at the same time, it is listed as a no-hire country.

Poland was added to the no-hire country list 4 months ago in bd92482e. Two months ago, in 1a890c42, it was added to contract_factors.yml. Is it possible that it should have been removed from no hire list then?

It's very well possible that my merge request is not a proper resolution of the problem. I'd mainly like to point out the discrepancy and a potential source of confusion.
