WIP_started some wording on code of conduct

@cteskey @jhurewitz I started this and wanted your input and edits. I know there is more to build out with a potential moderator, however I wanted to at least get this started. I need to go work on something else so sending this to you now for additions/edits and then will keep iterating on this work.
