Contribute 2019 Code of Conduct
Some issues were raised in gitlabcontribute/new-orleans#63 (closed), regarding a lack of a clear code of conduct. There is good information in the leadership page that probably all attendees should read, so I separated the leadership-only topics into a separate section, and linked to the useful information from the contribute page. I also did a light copy editing of the language as well.
This is intended as a rough first step, and I hope GitLabbers contribute to this MR with better language, as I am by no means any kind of expert on this topic.
