Add "launch pad" for direction page navigation

This is an MVC for quick links that an analyst or customer might use when coming to our direction page for the first time. The goals are:

• Make it more immediately clear what you're looking at when you arrive at the direction page
• Lead with the direction hierarchy (portfolio direction => stage vision => category vision) to make it more natural to drill down into the areas you're interested in
• We had a few short "vision" or "goals" type sections that repeated the same things with slightly different words, consolidated
• To not have to manually copy all this content into a slide deck so it can be emailed to an analyst (Product#188 (closed))

Overall, the first few points on the direction page are intended to feel like the first few slides of a roadmap deck.
