Creates Portal Process Improvement Working Group

Current order management tooling and processes are proving untenable, with SMB sales reps being pulled off selling activities to maintain an increasing load, due to growth in volume and a broader sales team that is channeling incremental work to those responsible.

Additionally, we have receive significant public and private customer/prospect feedback expressing frustration with the process -- echo'd by our customer facing Gitlabbers.

While hiring plans aim to resource long term work to improve the tooling and processes, there are certainly immediate optimizations that if identified could be addressed and provide immediate improvement to our customers' experiences transacting with GitLab, as well as positively impacting sales.

The goal of this working group will be to identify and implement one such improvement.
