Update binary repository comparison

Joshua Lambert requested to merge fix-binary-repository-comparison into master

We currently show the binary repository as not avialable on GitLab, and part of CI/CD.

We should:

  • Update it to be partial for Premium and Ultimate (we don't yet support all package types, just NPM and Maven)
  • Set the catogory be package.

Note, this also sets the Container Registry features to be just for Package, and not for CI/CD.
