Infra stable counterparts

This will need significant on titles and the team table afterwards. But I wanted to get something in because we've owed it to Sid for a while and it slipped through the cracks over the holidays. It would be clean if we could group the teams by Dev, Sec, Ops, and Enablement so managers can have a set of EM's and PM's they work with.
