Improve formatting for Infrastructure OKRs
These were difficult to parse with their previous structure, so I took a stab at organizing & reformatting the Infrastructure teams' OKRs for Q1. I wasn't sure about the higher-level, per-team objectives, but ended up removing them; under the new format, they seemed more generic/descriptive, and didn't clearly fit anywhere else. I'm open to feedback for ways to keep them in, if you all think they're still necessary.
