Improve Product Key Dates - MVC for combining key dates across all teams in the Product Development Timeline

I'd like to cleanup how we talk about key dates for Product Managers and instead align them to the phases used in the Product Development Timeline. This MR is also an MVC towards creating a way to communicate what activities are being performed during these stages across teams (BE, FE, PM, UX, etc).

This MR was scoped to just:

  • Align current content to phase activities
  • Create in separate document in order to incorporate non-product content structure

There shouldn't be any content changes here.
