Modify split of release to be about core functions and supporting capabilities
The Release category was recently split into CD/RO and Other. I think this proposed split makes more sense, it groups the core capabilities of release into one group, and then the supporting capabilities (which are related, but also more standalone) into a supporting functions group.
This also replaces the Release Managers as internal customer with Distribution Team now that the RMs are no longer a rotating role.
