Resolve "Update extractor information in the handbook (data team)"

Solution

This MR:

  • updates the data team's page in the handbook to represent the current state of extractor responsibility
  • codifies the responsibility for pipelines, as discussed on 12/12/18
  • updates references to our data warehouse now that Looker is pointing at Snowflake
