Refactor release vision with ideas from break

Summary

I had a lot of time to reflect on Release over the break and give it some much needed attention. This change includes the following:

• Three new north stars
  • Zero-Touch Delivery
  • On-Demand Environments
  • Secure, Compliant Deployments
• Category updates to reflect north stars
• Continued refinement and removing of wordiness/duplicated text from various places
• I also came across incorrect team members assigned, so fixed that as well as a bug where UX people were being set in yaml but not actually displayed.

Once approved, I will flow these changes into each of the category epics as needed; separate discussions to follow there.
