Updating documentation for `security@` and ZenDesk
Updating the documentation to better reference other documentation and the current state.
The currently published PGP key is managed by the security team. I'll be creating an support-team-meta issue to have a @gitlab-com/support/managers generate and publish a revocation for the old one.
The pgp_process doc was moved under /security since it may be used for multiple teams now. cc @wvandenberg @MFarber @LuckieG @jthavisouk
