Add Runner category to Verify
As requested, this adds a category for Runner to Verify in order to track a more coherent roadmap and vision for that important area. Available/complete dates are set to match the CI category, where it was previously included.
Important note, cc @bikebilly: this moves "secret detection" from a category under Verify to a feature under SAST in Secure because it's a better fit, and in order to keep Verify at 8 categories.

I don't believe Secret Detection should be a category either, as it's a feature, not a category, and is better served under one of the other Secure categories such as Security Compliance or SAST, but that will need to be fixed in a separate MR.
