Adds "availability" as a feature of GitLab.com

Screenshot_at_Nov_20_09-39-39 Currently "Availability" is a difference between GitLab.com and everything else.

As phrased this looks weird in the "what features aren't included" and the help text seems a bit out of date.

Not sure if it makes sense to just roll it in as a feature, or to change the title/help text to make it more clear.
