Add Security Compliance category to Secure

This MR has been decoupled from !16343 (merged).

The proposal adds a new category to Secure called Security Compliance. In this category, Binary Authorization is included as a feature, and removed as a category from the Release stage.

Security Compliance will start with Binary Authorization, but will include also other future features like asset security, where dependencies can be "approved" from a security point of view.
