Clarification around the Annual Compensation review Budget

It is important to be transparent around the budget we have for compensation. All areas of the company operate under a budget to ensure the health of GitLab, and compensation is no exception. However, we also understand the value of our team members and will meet to discuss the best options forward in the event that we exceed the 6% budget during the cycle.
