Assign Create team members to new functional groups

Splits the former Create:Source Code team into four functional groups on their team pages (team_tags, role, and specialty updated to match). Follows the existing Create:Source Code Team naming convention. The group definitions in data/stages.yml have also been updated to reflect the new structure.

Create:Source Code Triage

• Gavin Hinfey (ghinfey)

Create:Source Code Hardening and Modernization

• Kerri Miller (kerri-miller)
• Chaoyue Zhao (ms.mondrian)

Create:Repository Services

• Fred Reinink (freinink)
• Jerry Seto (j.seto)
• Joe Woodward (jwoodwardgl)

Create:Source Code Investigation

• Gloria Odipo (gloria_odipo)
• Joseph Fletcher (jofletcher)
• Vasilii Iakliushin (vasilii-iakliushin)

Engineering Manager

• Daniel Lanthier (dclannn) is set as EM for the groups; his team_tags include Create:Source Code Triage Team and Create:Source Code Investigation Team.

Historical members

The following team members still carry a Create:Source Code Triage team_tag in the data, but are not active members of the group. They are retained for historical reasons only (e.g. they have moved on to other teams/roles or are managers listed for continuity), so their entries were kept and tag-renamed rather than removed:

Notes

• data/stages.yml now defines four groups: source_code (Source Code Triage), source_code_platform (Source Code Platform), repository_services (Repository Services), and source_code_investigation (Source Code Investigation).
