Clarify design system team scope and priorities

Why is this change being made?

The existing design system direction page describes Pajamas broadly as "the foundation for how we design and build product experiences at GitLab" and talks about "a unified product," but doesn't clearly articulate:

• That our priority is the core Gitlab product: GitLab.com, self-managed, dedicated
• How we support the broader design ecosystem at Gitlab

This change updates the direction page to set that expectation around prioritization while avoiding language that excludes areas of GItlab that might need design support but don't fall under the "core product" definition.
