Add Web IDE air-gapped support to 18.6 release post.

Needed to move this file to correct location for RP automation.

  • Revise the statement to better communicate the capability in a way that conveys users should also set up a custom registry service. This well remove potential assumptions that a GitLab instance can serve as a extension registry service in offline environments.

Enables Self-Managed admins to configure custom extension host domains for Web IDE in offline environments.
