Remove Model selection in IDE block from 18.5 as feature is not ready yet

Why is this change being made?

The release post for 18.5 has a section about Model selection for GitLab Duo Agentic Chat in VS Code and JetBrains IDEs, unfortunately this feature is not ready yet (current state in this slack thread), we expect it to be ready by next week, so we want to move this block from 18.5 release post to 18.6
