Move deployment_management to runner_core

Why is this change being made?

KAS which the new Runner Core team is responsible for used to be "Category:Kubernetes Management" but was merged with "Category:Deployment Management" here - Merge Kubernetes Management, Advanced Deploymen... (!122385 - merged).

So this moves it to the group that maintains it right now based on the ReOrg - https://gitlab.com/gitlab-org/gitlab/-/issues/567199+
