Add single stage per category verification

Since we define the stage in the categories.yml, to ensure consistency, a category can show up in multiple groups, but should only be present in a single stage.

We handle multiple groups in code/metrics by using the first group, or multiple if specified. Details in Product#14293 (comment 2687015189)
