Fulfillment group direction page updates

Why is this change being made?

We've made some changes to our groups in Fulfillment that impact each group's direction and scope. We've also made the decision as a team to maintain group-level direction pages instead of category-level pages.

Changes in this MR include:

1. Update Category:Seat Cost Management category direction page to instead be the group page for Seat Management
2. Update ~"Category:Consumables Management" category direction page to instead be the group page for Utilization
3. Update ~"Category:CustomersDot and Quote to Cash integrations" category direction page to instead be the group page for Fulfillment Platform
4. Removed ~"Category:Add on provisioning" page as this scoped has moved
5. Removed ~"Category:Fulfillment admin tooling" page as this scoped has moved
6. Revised CODEOWNERS for these pages to the right people

    • For high-priority company-wide announcements work with the internal communications team to post the update in #company-fyi and align on a plan to circulate in additional channels like the "While You Were Iterating" Newsletter
