Update Pipeline Authoring direction page

Why is this change being made?

With the recent realignment, our team headcount was reduced by 3 engineers, in addition we've took additional responsibilities for Variables & Pipeline Creation, given our current roadmap I want to reflect the current situation in our direction page and move Variables into maintenance mode
