Moves Service Desk category to Plan: Project management

Service Desk will move over to the Plan: Project Management group from Monitor: Respond along with @msaleiko. This MR only handles the category move. See internal slack message

I'll remove myself from the Respond group in a follow-up MR, so we can have separate discussion if needed.
