Update webpack to 5.10.3

Why is this change being made?

In Update to node@20 across the codebase (gitlab-org&13545 - closed) we updated Node.js version to 20 (next LTS).

The first step is to update vue-loader package to get support for newer webpack version. The changelog of this packages does not have any breaking change that could affect us.

Then this MR updates webpack to 5.10.3 to get Node.js >= 20 support with OpenSSL 3. I opted out updating webpack to the latest available version to ensure we avoid updating other dependencies to support newer webpack version.
