Be more specific about CodeClimate deprecation

Why is this change being made?

• Update statement about upcoming CodeClimate deprecation to reflect the current year and recent conversations about when we can get it done.

(CQ direction hadn't been updated, so still had "sometime in 2023" for CQ deprecation. Awkward. 😬)
