Release Post: Add Git section

Why is this change being made?

The groupgitaly team at GitLab makes frequent contributions to the Git project itself. This section is meant to highlight these contributions to Git, since improvements and features in Git improves directly or indirectly, the GitLab product.

Since the 17.0 release, we included a section for Git related changes: https://about.gitlab.com/releases/2024/05/16/gitlab-17-0-released/#contributions-to-git-245. This change will give Git work its own section in the release post. This will be identical to the existing experimental features section, except that it will look for .yml files that have:

Author and Reviewer Checklist
