460618 add gitlab advanced sast to projects

Closes #460618

Following the creation of the new Oxeye analyzer and its renaming to Gitlab Advanced SAST analyzer.

This MR is doing the following:

• add gitlab-advanced-sast to projects.yml
• set owner and maintainers for the project
