Add a stage_url for ai-powered stage release post items
Why is this change being made?

The ai-powered
stage does not have a lifecycle
page anchor like other stages. The solution proposed recently was to link to https://about.gitlab.com/gitlab-duo/
We can do so with a stage_url
key in release post yaml files.
This MR updates two ai-powered
release post items from the 16.10 and 16.11 release posts.
