Update file release_post_managers.yml with PLT members

Why is this change being made?

Per slack message posted below, we are changing the release post process to no longer require approval from Sid/David and instead require approval from a PLT member. The designated PLT member will rotate monthly.

This MR changes the .yml file that includes the reference data for the release post schedule page so that release post managers can quickly look up who the correct PLT member is.
