Draft: Patch release blog post example

Why is this change being made?

During April 2024, patch releases will be repurposed to patches that include bug and security fixes, deprecating security releases. This commit takes the latest security blog post and updates it to use the new terminology:

  • "Security release" term was replaced by "Patch release" throughout the blog post template, including the metadata fields, filename, and blog post content.
  • A paragraph was added to explain the two patch release types: planned and unplanned
  • A section was added to publicize the blog post that summarizes why the patch release update was done.
