Updated Switchboard frontend maintainers

Why is this change being made?

Switchboard frontend implementation has become more technically complex with a reduction of tech debt and a focus on aligning the Switchboard frontend codebase with best practises from both within GitLab and the broader frontend community. Every backend engineer on the Switchboard team is currently a maintainer of both the frontend and backend code. This MR updates the backend engineers to be maintainers of the backend only rather than maintainers of the frontend by default.
