16.10 Release Post Update - Azure AD with Smartcards: Revise badging to remove Gitlab.com availability

Why is this change being made?

In preview of release post, I noticed that the tiering badge was wrong for this feature. This MR updates it to the correct tier. This feature is not available on GitLab.com
