Update developer_relations_department handbook with public urls (old Bitergia charts)

Ming (Mike) Xiao (Gitlab) requested to merge mxiao-ext-replace-bitergia-chart-with-public-links into master

Bitergia charts have been replaced by the charts in tableau. After pushing those tableau charts to public, the new links are created. They need to be replaced in the handbook.
