Why is this change being made?

Reverting this RP as the feature is currently behind a FF. With Summit approaching it's likely the FF will be default enabled later on and the RP should be merged after that. I didn't realize we had the issue Enable access_token_webhooks (gitlab-org/gitlab#439379 - closed) (it's now linked to the issue)
