Update Alex Martin's department list to include the Utilization Team

Why is this change being made?

It's been a bit confusing why @alex_martin was not being tagged on certain Triage Ops reports for grouputilization. After some investigation, we found that Alex did not have a grouputilization affiliation as seen here.

The following changes should include Alex as an assignee on triage reports going forward.
