Add EA maintainers and reviewers to Reviewer Roulette

Why is this change being made?

Adding Environment Automation reviewer and maintainer roles to team member pages so we can start using Reviewer Roulette.

I've set these up for EA instead of Dedicated because we already have Switchboard as a separate project. We'll likely need to have other separate groups in the future.
