patch: keep job page accordions open by default while we find root cause of bug

Why is this change being made?

Related: gitlab-com/marketing/digital-experience/buyer-experience#3301 (closed)

Root cause has not been found. I want to ensure this is patched in the mean time so our Jobs page is usable and we potentially do not miss on key talent because of it!
