Update OpenSSL gem to latest version

Why is this change being made?

There's some bugs with OpenSSL 2.2.0 and the version of OpenSSL that's compatible and the ruby version. Updating this to the latest seems to making bundle install work in a pretty standard system, but I'm not sure how to test this doesn't outright break anything.
