Why is this change being made?

The versions listed in the description for CVE-2023-6051 are contradictory and misleading due to a typo.

affecting all versions before 16.4.4, all versions starting from 15.5 before 16.5.4

This vulnerability affects all GitLab versions prior to 16.4.4 (including all 15.x versions of GitLab) - 15.5 should've been 16.5
