Fix package registry search filter in GitLab Hackathon page

Why is this change being made?

The current page is using the filter ~group::package to link to the search page for Package Registry issues. This is returning an empty result because Package Registry issues are using the label grouppackage registry, and because the Accepting Merge Requests label has been deprecated in favor of ~"Seeking community contributions".

This MR changes the labels used in the search links.
